Build Identifier:

For a project version, when click on "Manage Maintainer" link and go into manage maintainers page, the table displayed is empty which makes managing impossible.

Reproducible: Always

Steps to Reproduce:
1. Find a project version with project maintainers (on project version page it shows on the side)
2. Click "Manage Maintainers"

Actual Results:
The table displayed is empty

Expected Results:
The table should display current maintainers.

Adding maintainer also works in the background only (the table on this page is not showing up after clicking add button). But return to project version page the maintainers are displayed correctly on the side.
