Title: Enabling Red Hat Repositories

Describe the issue:
step 4. Clicked the Upload button to upload the subscription manifest.
Nothing happened... using IE 9 on Win 7

retried same process using Firefox 20.0.1 and was successful.


Suggestions for improvement:
Warn against IE?

set to ? to ensure that it is properly evaluated for this release.

Hmmn so:

Browser support is divided into 4 levels:
Level 1: Fully supported Preferred browsers for ideal experience.
Level 2: Mostly supported. Design elements may not align correctly. 
Level 3: The interface functions but some design elements may not align correctly, UI controls and layout may be misaligned. Degraded performance maybe experienced.
Level 4: Unsupported
