The Oxygen window decoration's design is special. It is designed to blend together with its Oxygen widget style counterpart to build a seamless whole. You can configure it under Workspace Appearance and Behavior / Workspace Appearance / Window Decoration / Configure window decoration… (there are some colors it uses, but not the "Active title bar" color) or pick a different window decoration theme in the list under Workspace Appearance and Behavior / Workspace Appearance / Window Decoration.
