Description of problem:
The current score calculation does not penalize the score enough due to heavy cpu load, allowing the engine VM to stay on a non-optimal host.

Actual results:
The engine VM won't migrate, even if its host is very busy.

Expected results:
After a load of ~80% for 15 minutes, the engine VM should migrate to a non-loaded but otherwise suitable host.
