Currently, its not possible to disable "Permission" tab for any user from user portal. 

Add some provision which will allow Admin/super user to disable the "Permission" tab from User Portal for any specific user / all users.

It looks like a lot of changes are required to rhevm's permission model to accommodate the above.  This will not make it into 3.5, moving to rhevm-future.
