Title: About Role-Based Access Control (RBAC)

Describe the issue:
RBAC must be enabled using the CLI for it to take effect.  The following command must be run:

/core-service=management/access=authorization:write-attribute(name=provider,value=rbac)


Suggestions for improvement:
