Description of problem:
Brand new applet-less cards not recognized.

How reproducible:


Steps to Reproduce:
1. Install smart card packages esc, coolkey and pcsc-lite on a RHEL 7.0 machine.
2. Plug in brand new Gemalto 64K or Safenet SC 650 in Omnikey 3121 reader.

Actual results:
ESC does not prompt for home phone URL, the card is not detected.

Expected results:
The brand new applet-less card should be detected.
