If I left the line in fastestmirror.conf uncommented:

    include_only=.cz,.de

I see (for each download request) the yum output like:

    Loading mirror speeds from cached hostfile
    Including mirror: vesta.informatik.rwth-aachen.de
    Including mirror: ftp.informatik.uni-frankfurt.de
    Including mirror: mirror.de.leaseweb.net
    Including mirror: mirror.fraunhofer.de
    [skip...]
     * fedora: vesta.informatik.rwth-aachen.de
    Including mirror: vesta.informatik.rwth-aachen.de
    Including mirror: ftp.informatik.uni-frankfurt.de
    Including mirror: mirror.de.leaseweb.net
    Including mirror: mirror.fraunhofer.de
    Including mirror: mirror.karneval.cz
    Including mirror: mirror.netcologne.de
    [skip...]
    ..

It is very long list, really.  This does not happen if I comment out the
include_only statement.

This was intentional, same with the "exclude" option.. Fixed in HEAD.

yum-utils-1.1.31-19.fc20 has been submitted as an update for Fedora 20.

Package yum-utils-1.1.31-19.fc20:
* should fix your issue,
* was pushed to the Fedora 20 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing yum-utils-1.1.31-19.fc20'
as soon as you are able to.

yum-utils-1.1.31-19.fc20 has been pushed to the Fedora 20 stable repository.  If problems still persist, please make note of it in this bug report.
