Description of problem: Create a task/tutorial orientated chapter around the use of LBaaS with Neutron, Ceilometer and Heat. Something along the lines of "here's how I set up an autoscaling (heat) Apache web server (nova) on my OpenStack cloud with a load balancer (LBaaS) and monitoring (ceilometer).

Steve, do you have any sources for using heat to set this up, and include monitoring? Not sure about the origin of this request, so perhaps you had something in mind.
