Description of problem:
The Makefile hardcodes "/etc" in the definition of the DIRS variable
instead of using $(sysconfdir). As a result, it is impossible to
install createrepo to a non-standard location.

How reproducible:
Yes

Steps to Reproduce:
1. As a regular user: make prefix=/tmp install

Actual results:
install: creating directory `/tmp/etc'

Expected results:
install: cannot change permissions of `/etc': Operation not permitted

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
