Description of problem:
Just as you can click on a topic id in a content spec and topic opens in new tab, would be great to be able to click on image id in a topic and have the ccms image page open in a new tab.

For example, in the topic [1], click on the <imagedata fileref="images/3989.png"/> would open [2] in a new window.

Note on usage, this feature would make the workflow more efficient for updating topic images in CCMS.

We should add a link to images in DocBuilder too.
