Migration of the engine VM by the HA Agent currently:
- uses vdsClient
- is done based on the difference between host scores

It would be better if it:
- uses engine REST API
- is done only during local maintenance operation, when it's less prone to failure

Change to make migration occur only for local maintenance will be handled in bug 1039614; updating summary appropriately.

moving to 3.3.2 since 3.3.1 was built and moved to QE.

Sounds like an improvement to me - are we going to do it for 4.0, or CLOSE-WONTFIX?
