The billing address form cannot be completed when "Malta" is chosen as the country.

The following gem upgrades are needed to support regions in the country of Malta:
countries: from 0.9.2 to 0.9.3
currencies: from 0.4.0 to 0.4.2

Fixed in STG. To verify, complete the billing address form with the country of Malta.

Tested on STG, all the countries have regions list now, so verify this bug, thanks.
