Doesn't seem like a bug in yum even though it gives you the recommendation to report it. Without additional information my guess is that you are trying to upgrade Fedora from F15 to a more recent version and there are packages that are discontinued in Fedora and they are blocking the update. Removing those packages (I would guess ruby-locale, python3-mako0.4 and python3-paste) will unblock it.
