The first release candidate for Octave 3.8.0 is now available.

Because the 3.8 series brings in some notable changes, i.e., the GUI, we should start looking at updating the rawhide packages. New build requirements are at least java-devel and qt-devel.

The patches need to be rewritten.

I've checked in some initial changes.  Hopefully will get a working build soon.

The package stuff has been completely rewritten, so I've just dropped the pkg patches for now.  Will need to start building some patches against this version to see what if anything needs to get fixed again.

I'm wondering whether you should BR: llvm-devel, because configure states

  --enable-jit            (EXPERIMENTAL) enable JIT compiler

which now seems to be enabled. I'll inquire the octave maintainers list.
