Description of problem:

Rob's requirement

Can we narrow the scope of this to be only for original certifications who do not yet have testplans?

"As a reviewer I want to be able to use the hardware data entered from within an original certification to automatically create a testplan where one does not yet exist."

This way we only cover just this one type in 5.3 but also significantly improve the experience of the hardware layer feature for the review team.

This would then use the same function that creates the testplan when you create the cert, because the testplan is blank, we just need to pass it the hardware specification id, which the original cert already has.
