Description of problem:
Inconsistent variable naming style in /etc/sysconfig/nfs
a user echo "RPCMOUNTDARGS=\"-f /etc/exports.new\"" >>/etc/sysconfig/nfs
and restart nfs, but the config not become effective...

so we find the problem:
[root@dhcp12-144 ~]# grep ARGS /etc/sysconfig/nfs
RPCNFSDARGS=""
RPCIDMAPDARGS=""
RPCGSSDARGS=""
RPCSVCGSSDARGS=""
BLKMAPDARGS=""
#RPCNFSDARGS="--no-tcp"
[root@dhcp12-144 ~]# grep OPTS /etc/sysconfig/nfs
RPCRQUOTADOPTS=""
RPCMOUNTDOPTS="-f /etc/exports"

I don't think its a good idea to change the established API in mid-stream
