Got $subject when creating only a spec.

How to reproduce:

On web2, click create -> Vendor = 3DVersion and make = test1 and input a model -> click CONTINUE button.

It is caused by the data/params file, which controlled by cf_engine.  For some reason, the 'rhos_wo_acl' param has not been added on web2, although it has been added on parter and live.

This error should be gone once the 'rhos_wo_acl' parameter has been set in data/params file on web2.
