Proposed normaliz spec file

Description of problem:
I need to have libnormaliz available in order to update to the latest version of polymake.  I see other projects (such as CoCoALib) that also need it as a separate entity from the normaliz binary.  Please find a proposal attached for updating the normaliz package to break out libnormaliz and jNormaliz as separate packages, and also update to the latest normaliz release at the same time.

If the jNormaliz portion seems unreasonable, I am willing to compromise on that part, but I really need libnormaliz.

I am also willing to help comaintain the normaliz package if you would like me to do so.

There has been no response to this bug in a week, nor to private email sent to the maintainer a week before this bug was filed.  I have now applied for commit permission in pkgdb.  I will wait through the Christmas season before taking any further action.

We're past the holiday season now.  Mark, would you please respond to this bug?  I need movement on this to update polymake.
