Notifications are now generated when a Compute host is enabled, disabled, powered on, shut down, rebooted, put into maintenance mode, or taken out of maintenance mode.

Description:

When doing host operations, such as power action, maintain action etc, there is no notification.

It is better that we add notification for those operation to enable 3rd party callers can get operation result ASAP.

Notification for the following host operations should be added:
1) compute/api.py:set_host_enabled
2) compute/api.py:host_power_action
3) compute/api.py:set_host_maintenance
