Cloned from launchpad blueprint https://blueprints.launchpad.net/python-swiftclient/+spec/add-common-strutils.

Description:

For the compatability  PYthon 2&3, Olso develops strutils.py for encoding and decoding.   Introduce this module to swiftclient.  py3kcompat is for the urllib related modules.

They will be helpful for fixing py33 issues.
