Description:

Switch to a framework that is not our own WSGI implementation and that would support Python 3. From talks at the summit, Pecan seems fine for our case. https://etherpad.openstack.org/havana-cinder-api2-a-new-hope

One of the main focuses is to deprecate the current paste work and give enough time for operators to make the switch.
