For cinder unit tests we should:

1) remove code duplication
- cinder/tests/api/test_extensions.py
- cinder/tests/api/contrib/test_backups.py
- cinder/tests/api/contrib/test_volume_actions.py
- cinder/tests/api/v1/test_volumes.py
- cinder/tests/test_volume.py
- test_hp3par.py - ?
- cinder/tests/image/test_glance.py
- cinder/tests/test_service.py

2) increase test coverage
