A trial run of taskflow is implemented in cinder for only the create-volume task. The user should see no difference in behaviour. With this implementation, cinder developers can now evaluate the usefulness and maintainability of taskflow actions without migrating the entire codebase.

Description:

TaskFlow should be included to Cinder requirements. Create volume commands from volume.api, volume.manager, scheduler.manager should be implemented with TaskFlow 0.1.1. Old TaskFlow code should be removed from Cinder.

No issues were found, automation tests passed
