Description:

Move glance image service client from nova and cinder.

The nova baremetal PXE driver relied on nova.virt.libvirt.utils.fetch_image to download machine images. Ironic will need these same utilities, which are also present in cinder. Refactor this glance client service so all projects will share the glanceclient service.
