Description:

In Havana we implemented a basic set of caching for various keystone subsystems.  In Icehouse this should be expanded to encompass more subsystems.

The tentative targets will be:
* Identity
* Include the rest of assignment (grants, etc)
* Policy
* Credential
* Clean mechanism to cover extensions (examples)
* Trusts
* Catalog
