Description:

A workplan is a set of operations that need to happen in order to complete a complex task.  In a distributed system, every remote operation needs an authentication check.  With the trust mechanism, we have a way of saying *that* one remote system can perform an operation on behalf of another user.  But we need to know what set of actions to delegate.  A workplan is a way to specify that set of delegations.
