This enhancement allows previews of stack creation. This allows users to estimate a stack's resource consumption. Consequently, a stack description is produced that displays the desired resources, but is not actually instantiated.

Description:

We need a way for users of heat to preview what type and how many resources will be launched by a given template.  This will aid 1) template authors as a check for their templates and 2) heat users using available templates that they did not author
