Description:

I noticed that gate always non-vote on py33 since it always fails, and tox has been configured py33 as an optional env.

so i think maybe we could add py33 support for neutronclient.

there is a good start on novaclient project by Kui Shi: https://review.openstack.org/#/q/message:py33+owner:%2522Kui+Shi%2522,n,z

we can fix all the issues in one big patch or divide them to a series of patches
