Description:

If a user have allocated some floatingIP's to a tenant you will have a lot of unusable IP's after a while because a user will terminate an instance or disassotiate an IP and these IP's will stale in this tenant. 
It would be nice if Neutron have an option to release not assotiated floatingIP's per tenant to get back in the public/private ip pool. In this case you don't have any IP's they are not in use for more days/weeks/months.
