We have taken a decision to remove the BRMS/BPMS provided modules from the current FSW build and replace them with the original modules created through SwitchYard.  This BZ is to track that work.

I believe there are two changes that need to be made
- change DTGov so that it moves back to incorporating the jars within its WEB-INF/lib directory
- update the productisation build so that the modules are being pulled from SY.
