Description of problem:
Organizational Unit is not marked as mandatory ( "*" is missing ) when creating or cloning repository and no organizational unit is defined.

When some Organizational Unit is defined, "*" is correctly present.

Version-Release number of selected component (if applicable):
BPMS 6.0.0.ER5

How reproducible:
Always when no orgranization unit is defined.

Steps to Reproduce:
1. Delete all organization units. (Authoring -> Administration -> Organizational Units -> Manage Organizational Units)
2. Go to Clone repository or New repository page. (Authoring -> Administration -> Repositories -> Clone repository/New repository)

Actual results:
"*" is missing.

Expected results:
Organizational Unit should be marked with "*".
