On inspection, that appears to be the key from /etc/pki/rpm-gpg/RPM-GPG-KEY-redhat-release - does importing that key work?
Yes, that worked: rpm --import /etc/pki/rpm-gpg/RPM-GPG-KEY-redhat-release yum install swig (Also, "yum install swig --nogpg" worked as a work-around).
