Description of problem:
When deletion changesets are used it causes a warning to appear, specifically:
Failed to perform additional action KatelloForemanEngine::Actions::ChangesetPromote: undefined method `affected_repos' for #<DeletionChangeset:0x00000009273b08>

Version-Release number of selected component (if applicable):
1.4.15-1.el6

How reproducible:
Easily

Steps to Reproduce:
1. Create promotion changeset
2. Review and Promote it 
3. Create deletion changeset in promoted environment
4. Review and Delete it
5. The warning will occur, but the content views will be deleted from the environment.

Actual results:
Promoted Content View is deleted with warning

Expected results:
Promoted Content View is deleted

We removed the changeset concept entirely and streamlined the workflow for deleting content.
