We don't have this implemented/tested in Fedora yet, postponing.
yum-updateonboot will likely become deprecated, and there is really no advantage in turning it into a systemd unit, because this init script contains the functionality itself, so the bash code isn't going anywhere anyway. For these reasons I'm closing this.
