while Fedora 18/19/20 and RHEL7-Beta supporting ECDSA keys that is not the case for RHEL6.5 - the OpenSSH shipped with RHEL6 now has support, so it must be the openssh package

ssh-keygen -t ecdsa -b 521 /etc/ssh/ssh_host_ecdsa_key
Bits has bad value 521 (too small)
