Description of problem:

Failed create new network when I'm using ML2 plugin for neutron.

How reproducible:
Happens every time.

Steps to Reproduce:
1. Configure neutron-server to use ML2 plugin.
2. Create a new database for Neutron.
3. Initiate database by command :
neutron-db-manage --config-file  /etc/neutron/neutron.conf --config-file /etc/neutron/plugins/ml2/ml2_conf.ini upgrade head
4. start neutron-server
5 try create a new network

ML2 was tested with packstack

ML2 + GRE , ML2 + VLAN
