Add the ability to changes flags from Bug.* RPC calls.

This is upstream trunk code (co-developered between us and Mozilla) that BMO have backported to 4.2. The plan would be to depreciate the Flag.* RPC calls sometime later this year.

I've submitted a patch upstream with some documentation fixes.
