As part of the data migration for public view, we need to move is_public field from bz db to hwcert db.

Please add some commentary to the script.  Specifically around the hwcert_private_entry to explain to a developer who is unfamiliar why the function behaves as it does.  What the catalog does etc. with this and other groups.
