@Ding-Yi Chen - I don't think this is a candidate for 3.4

Two review points to note:

* The New Project button is gone, so at this point the only place someone can create a project is on their Dashboard.  This does not seem correct.
lbrooker indicates there should be a [+] button in the menu bar, and/or a Projects link in the pull-down menu.

* There's now no way to filter the list by what is active and what is read-only (and, for admin, what is obsolete).  Is this intended?

Indicator of readonly/obsolete status of project on the panel (e.g. a lock icon next to the name, or on the image).
