Description of problem:
after kickstart install (see attacked kickstart file), rpcbind is enabled in spite of "services --disabled=rpcbind"

rpcbind-0.2.1-0.2.fc20.x86_64
systemd-208-14.fc20.x86_64
anaconda-20.25.16-1.fc20.x86_64


How reproducible:
install via kickstart from a .ks file similar to the attached


Actual results:
When booting up fresh system for the first time, rpcbind.service is loaded/active/running in systemctl


Expected results:
rpcbind.service should be off as specified by "services --disable=rpcbind"
