KDE: WHEN MAKING PANEL SIZE SMALLER THAN ~50 PIX, PANEL ICONS ARE SHOCKING.
THEY ARE OK IN GNOME.

it's fixed in kdelibs-3.1.4-3/kdebase-3.1.4-4, which will be available in
rawhide soon.
