Description of problem:
Create an external cartridge (category:external) with min/max scale of 0.
Add it to a scaled application
Go to the web ui and attempt to adjust the min/max scale of the external cartridge.

The UI lets you try to set it, but it has no effect.

Closing, when set scale correctly in manifest, the cartridge shows up as unscalable
