As DRAC7 should be fully functional and supported with ipmilan fence agent, DRAC7 should be added to the fence agents list with ipmilan as implementation.

Steps to Reproduce:
1. Configure DRAC7 fence agent 

Actual results:
No DRAC 7 fence agent, implying this configuration is not tested and not supported. 

Expected results:
Existing DRAC7 fence agent in the supported fence agents list + in documentation

'drac7' appears under Type in New/Edit Host -> Power Management tab.

Added drac7 to Power Management Settings table in Admin and Install Guides (10329).

Added drac7 to list of supported power management devices in Power Management section of Tech Guide (8956).
