Description of problem:
Had a hard time figuring out where to get Spice guest tools for windows guests. Finnaly found them at: 
http://www.spice-space.org/download/binaries/spice-guest-tools/

The package includes:
- qxl video driver
- kvm baloon driver
- paravirtualized net and block drivers

Would be nice to have a "Install Spice Guest Tools" in the menu of the VM window.

We can't actually ship the virtio win drivers as part of fedora, since currently they aren't buildable with fedora infrastructure, and that likely won't happen in the future.

However I've had a TODO item for a long time to wrap the iso and extracted driver files in an RPM and publish a separate repo for that. So we can use this bug to track that request.

FWIW this is mostly done, I'm just documenting it today. Will update the bug soon

.iso file still doesn't contain the qxl drivers, but that will be fixed with the next .iso build
