Add documentation for the web based sync with Zanata.

Content can now be sycned between PressGang and Zanata through the web UI. The content specification editor has a new menu called Actions which has two items: Push for Translation and Sync Translations. This menu can be used instead of csprocessor for pushing your content specifications and topics into Zanata, and manually pulling the translations from Zanata into PressGang.

Added Processes [30194] and Actions [30195] to both V1 and V2 handbooks. Updated Actions topic with Release Notes text for extra info.
