Description of problem:
On CentOS 6.5, the init script contains a systemd unit files:

service openstack-sahara-api start

/etc/init.d/openstack-sahara-api: line 3: network.target: command not found

The package contains a proper sysvinit init file in addition to the systemd unit; tested with openstack-sahara-2014.1.0-13, CentOS 6.5.
