Description of problem:

From Nir Magnezi's review of the ICG:
11.2.6. Modular Layer 2 (ML2) Overview
"he monolithic Open vSwitch and linuxbridge plug-ins have been deprecated"

but will be removed[1] in the future.

[1] http://openstack.redhat.com/ML2_plugin: "The openvswitch and linuxbridge
monolithic plugins that also support these L2 agents are being deprecated in
icehouse, and will be removed in the following release"
