Description of problem:

Arrow which should display Handlers and Listeners configuration window is weirdly cropped and not it is not clear what is the purpose of this. 

Also, the delete button in the window displayed is covering the text.

Arrow is cropped, there is no a Title or Tooltip explaining what is its purpose and Delete button is covering the text.

Verified it's fixed at 6.4.x. branch. The fix will be included at product release 6.3.0
