Description of problem:
Associated repos during cv creation via cli doesn't show up associated when seen from the UI.

How reproducible:
always

Steps to Reproduce:
1. create a cv with the command "hammer content-view create --name cv-common --organization ACME_Corporation --repository-ids 1,2"
2. Note that repos with id's 1 and 2 are associated with the cv at the time of cv creation itself
3. Move to the UI, to note that the repos are still under the "Add tab" and not under the "List/remove tab"
4. Trying to publish this cv from the UI is successful and we see the desired package count from the content section.
5. but this leads to a lot of confusion as seen from the UI.

Actual results:
associating repo-id's via cli to cv, during cv creation itself, leads to non display of the repos under "List/Remove tab" as seen from the UI. Repos are still visible under "add tab".

Expected results:
when added via cli, the repos should get displayed automatically under the "List/remove tab"
